Parques Eólicos: La Municipalidad logró percibir 211 millones de pesos más de los que había calculado la administración de Ezequiel Galli
La Auditoria Municipal presentada por la administración de Maximiliano Wesner reveló que la Municipalidad de Olavarría podría haber perdido más de 211 millones de pesos por un supuesto mal calculo a la hora de cobrar dos tributos relacionados con la obra de construcción del Parque Eólico «Vientos Olavarría» que lleva adelante la empresa Ternium y se encuentra con un importante grado de avance.
Al momento de la llegada de Maximiliano Wesner al Municipio el único Parque Eólico que estaba en construcción es el que desarrolla la empresa Ternium.
En el informe de auditoria presentado en las últimas horas del 2024 se explica que, «para otorgar el Permiso de Obra Definitivo se requería la presentación de Planos y Contratos Visados por el Colegio de Ingenieros, y el pago del Derecho de Construcción (DC)».
Se agrega, «para determinar el monto del DC, se utilizaba una metodología que apuntaba a determinar la base imponible y la alícuota a aplicar. Para la base imponible se utilizaba un cómputo y presupuesto presentado por la propia empresa a cargo del proyecto, que era aprobado por el Colegio de Ingenieros.»
En el informe se acota, «tratándose de obras no convencionales, la determinación del monto de obra es compleja. En este caso, para determinar la alícuota aplicable para pago de DC, se hacía una interpretación del Capitulo VI, Artículo 11° de la Ordenanza Impositiva». Esto significaba establecer una alícuota de 1%
Llegado Maximiliano Wesner al gobierno esta metodología se revisó y de esta manera se informó que se «estableció que la determinación de la base imponible se realizara según la cantidad de MagaWatts instalados, estableciendo además una tabla de incidencia».
Se agrega que esto se resolvió sobre la base del «trabajo conjunto» con el Distrito III del Colegio de Ingenieros de la Provincia de Buenos Aires que cuenta con la Resolución 1268/18. Además, se informó que se resolvió establecer en 1,5% la alícuota para DC de Parques Eólicos (obras a construir) y se tomaron en cuenta antecedentes en la zona, por ejemplo el caso del Municipio de Tornquist que a esa alícuota la maneja en el 2%.
Con los cálculos y estimaciones llevadas adelante por la administración de Ezequiel Galli, «Vientos Olavarría» pagó 99.954.239,97 pesos. El Municipio a este monto lo cobró en dos cuotas que fueron pagadas en diciembre de 2023 y julio de 2024.
Para la administración de Wesner ese número estaba mal calculado y estimó que el dinero que debía pagarse por la construcción del Parque Eólico era 311.425.083 pesos.
Siguiendo estos cálculos y si la metodología utilizada por Galli no hubiese sido revisada, la Municipalidad de Olavarría se había perdido de percibir 211.470.843 millones de pesos.
El Municipio llevó adelante distintas negociaciones con la empresa y logró que se abone una tercera cuota que fue cobrada en octubre de 2024 de manera tal que, finalmente, esos más de 211 millones de pesos ingresaron a las arcas municipales y significó un aumento del 178% entre las dos primeras cuotas y la tercera.
