Auditoria Municipal II: Fondo de Responsabilidad Patrimonial y transferencias a la Asociación Civil «Juntos por Olavarría»
El Fondo de Responsabilidad Patrimonial es un fondo creado por la administración del ex intendente José Eseverri en donde al personal superior del Municipio se le retenía un 3% de su salario que era destinado a afrontar pagos de sanciones del Tribunal de Cuentas de la provincia de Buenos Aires de manera solidaria.
La «experiencia histórica» respecto de este Fondo daba cuenta que al finalizar cada año se procedía a devolver esos fondos retenidos a los funcionarios.
La auditoria municipal presentada por la administración de Maximiliano Wesner reveló que entre los años 2016 y 2023, durante la gestión de Ezequiel Galli, el Fondo de Responsabilidad Patrimonial nunca fue devuelto a los funcionarios.
En este sentido se mostraron algunos números que son más que elocuentes: durante ese periodo de tiempo la administración de Ezequiel Galli retuvo a funcionarios y personal superior 61.023.286 millones de pesos que nunca fueron devueltos a los funcionarios.
En la auditoria presentada el 31 de diciembre de 2024, se detectaron además la existencia de «registros de declaraciones juradas» en donde los funcionarios a los que les retenían esos fondos aceptaban transferir esos fondos a la Asociación Civil «Juntos por Olavarría», la pata vecinalista creada por el gallismo.
«Esta retención tiene un sólo fin que es responder ante los cargos y multas del Tribunal de Cuentas, esto quiere decir que si al cierre del año no hubo tales sanciones el dinero debe ser devuelto a cada funcionario y no se utilizado con otros fines», dice la auditoria.
Un dato no menor es que en el párrafo del informe de auditoria donde se analizan estos aspectos se deja remarcado que los 61.023.286 millones de pesos retenidos y no devueltos a los funcionarios representan 520 mil dólares convertidos a los valores de cada año.
